Mexico’s short-term mandate is to increase production from 1.8 million b/d to 2.5 million b/d in safe and cost-efficient ways. Enhanced Oil Recovery (EOR) and Improved Oil Recovery (IOR) techniques will be fundamental in mature fields to achieve this strategic goal, not only for PEMEX but for every operator and consortia working in these types of fields. There are, of course, other types of field conditions and other production techniques. CNH and operators should continue working together to evaluate the best production technique to put in place, according to the specifics of each field. CNH’s first development plan approval, resulting from the licensing rounds, was granted to Hokchi Energy (a consortium between Panamerican Energy and E&P Hidrocarburos). Hokchi Energy is considering a peak oil production of 29,000 b/d by 2021 and a minimum production of 15,000 b/d until 2040, having the contractual opportunity to extend production until 2050. Its plan also considers an investment of around MX$50 billion during the next 20 years. Hokchi Energy is among an array of companies that, at some point, will achieve production phase within their contracts. CNH needs to evaluate carefully and thoroughly each development plan presented by operators, whether for a mature or recently discovered field. Doing so will guarantee Mexico’s objective of not only increasing oil and gas production, but doing it in a sustainable, cost-efficient and safe way.
